Is a fishing rod a tool?
Yes. In 1.0.2 every fishing rod has the tool tag, alongside axes, hoes, shovels, nets, pickaxes, and watering cans.

The Tackle Shop is on the beach. Copper through Mistril rods also require 4 matching ingots and 30–40 minutes at the forge. Worn cannot be crafted.
Fish bait from a Terrarium
- Read Luc’s letter and meet him at the Inn for the insect opportunity, then ship 20 bugs and talk to Adeline.
- The quest rewards an Apiary, a Terrarium, and both crafting scrolls. The Terrarium recipe is Woodcrafting 10: 25 Wood, 5 Glass, 5 Sod, and 4 Iron Ingots in 40 minutes.
- Place the Terrarium on the farm and fill it with bugs to make bait and pheromones.
